Project: Highway Enhancement /Litter Pickup 2019-2020
The Eastern Band of Cherokee Indians Public Works Program is requesting sealed proposals for litter pick up on BIA/State roads on the Qualla Boundary, in Cherokee and Graham Counties. A meeting on the project requirements will be held on November 12, 2019 at 1:30pm in the CDOT Conference Room in the Cherokee Transportation Center Building. The deadline for submitting proposals will be November 15, 2019 at 12:00p.m. to be turned in at the CDOT Office, 680 Acquoni Rd, Cherokee Transportation Center.
Please be advised that all TERO rules and regulations, Tribal procurement policies shall apply to the performance of any work awarded pursuant to this solicitation and to the procurement of work solicited through this advertisement.

The Bureau of Indian Affairs (BIA), Cherokee Agency, has made a Finding of No Significant Impact (FONSI) for the approval of a timber permit and lease needed to construct a cellular communication tower, access road and associated infrastructure on property held in trust by the BIA for the Eastern Band of Cherokee Indians (Tribe). The Tribe will be working with Verizon Wireless on a cellular communication tower (Upper Soco Hyatt Tower Site) which will be located 680 feet northeast of the terminus of Old Salt Mine Road within the Qualla Boundary in Cherokee, Haywood County, North Carolina. This is a rural area that currently has no cellular communication towers, leaving tribal members with limited access to emergency services. The Tribe has identified this as a major safety concern for residents and is working with Verizon Wireless to correct. To move forward with the project, the Tribe will need various approvals from the Bureau of Indian Affairs (BIA) and the Federal Communications Commission (FCC). Due to the need for potential federal approvals, this project was reviewed in accordance with the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA).
The BIA has reviewed and adopted the Environmental Assessment (EA), titled Upper Soco Hyatt, prepared by S&ME, Inc., to determine the environmental impacts that may result from the project. The proposed cellular tower will be visible from the Blue Ridge Parkway, which is listed on the National Register of Historic Places. Based on this visual impact a Memorandum of Agreement (MOA) was executed with the Tribe, Verizon Wireless, BIA, EBCI Tribal Historic Preservation Office, National Park Service, and the North Carolina State Historic Preservation.
NOTICE: This is a Notice of Availability, that the EA, MOA, supporting documentation and FONSI for the project are available for public review. The FONSI is a finding on environmental effects, not a decision to proceed with an action, therefore cannot be appealed.
