INTRODUCTION

The National American Indian Housing Council (NAIHC) is looking for a website developer.  NAIHC has a website created approximately 6 years ago which consists of static website pages and has about 50 pages, with approximately 3 photographs per page at www.naihc.net.

NAIHC OVERVIEW

NAIHC was founded in 1974 as a 501(c)(3) corporation. NAIHC is the only national organization representing housing interests of Native people and is composed of 279 members representing 466 tribes and housing organizations. Supporting partners and sponsors join core membership in support of its mission: To effectively and efficiently promote and support American Indians, Alaska Natives and native Hawaiians in their self-determined goal to provide culturally relevant and quality affordable housing for native people.

NAIHC is guided by a 10-member board of directors representing Native housing entities in nine geographical regions throughout the United States. NAIHC engages in a variety of partnerships with non-profit organizations, government agencies and private corporations and individuals.

Services and programs available to its members and the general public include:

  • Advocacy for self-determination of Native American housing and community development;
  • Capacity building through training and education in Native housing management;
  • Capacity building through on-site technical assistance for Native housing professionals;
  • Fee for service for consulting services to housing authorities;
  • 3 major conferences for attendees to train, network, and provide a forum for our members, partners and allies to advance the cause of Native housing.

 

SCOPE OF SERVICES

NAIHC is interested in receiving proposals to create a dynamic website with approximately 50 pages to be stored on our server.

The finished product should accomplish the following:

  • Provide visitors with information about NAIHC and the services and programs NAIHC provides.
  • Have a consistent look and feel to all pages (fonts, graphics and color schemes).
  • Load rapidly and provide easy navigation between pages.
  • Contain links to other related websites and social media outlets.
  • Be registered with the major search engines to ensure the website is listed
  • Be Search Engine Optimized so the website can be found when Internet users search for the website using keyword phrases.
  • Have the capabilities for email newsletters, fundraising, petition signing and other methods of civic engagement, blogs for major NAIHC programs and areas of interest,
  • Use a Content Management System (CMS) capable of being maintained and updated by NAIHC staff.
  • Allow NAIHC staff to upload images and place into website pages when needed.
  • Allow NAIHC staff to easily create and add new website pages when needed.
  • Expected launch date of new website is early January 2015.

 

WEBSITE DESIGN

The website should have a modern, inviting, contemporary design, that utilizes the existing NAIHC logo. Color schemes in website design will be used with marketing materials to be developed later by NAIHC staff. The new website should use several main navigation links or graphics, with drop-down lists of sub-pages so the user can easily navigate to any website page within the website.

As a non-profit organization without in-house technical expertise, it is expected that the awarded designer and NAIHC program staff begin the project with a discovery process whereby awardee will be introduced to NAIHC and tailor the new website to NAIHC program needs.  It is also expected that the awardee will train NAIHC program staff on updating site, adding content and troubleshooting ordinary errors as they may arise.

SPECIAL FEATURES

The website should have a “Contact Us” and “Join Us” form page; a members only site; board of directors portal, ecommerce and market area; display our supporting partners with their logo and link;

WEBSITE SEARCH

There should be a search box so that visitors can enter keywords and phrases, and see a results page with links to pages within the website that matches the keywords entered in the search box.

HOSTING

The website will be housed on a NAIHC server and it is anticipated that NAIHC staff will update page content as needed. However, NAIHC will entertain proposals to have the site’s creator maintain the site and provide hosting. Optional proposals to provide website maintenance service should be quoted at an hourly price to perform such service or alternatively may propose a monthly fee to maintain all pages.

Website hosting should be quoted on a monthly, quarterly, semi-annual or annual fee basis.

TECHNOLOGY

Website is expected to be similar in sophistication to that found at https://nativecontractors.org; https://nnwo.org; https://sunlightfoundation.com utilizing either Word Press or Drupal.  Website technology should utilize standard programming languages, JavaScript, and other technologies as appropriate for this project.

PROPOSAL PREPARATION

Firms submitting proposals shall be responsible for any and all costs and/or expenses associated with preparing such proposal.

PROPOSAL EVALUATION

Proposals will be evaluated based on previous experience creating similar websites, quality of previous work, time to completion and price.

Proposals should include a list of similar websites created in the last three years with the web address and a contact person and a project timeline. Proposals should also indicate any software products to be used in creating the NAIHC’s website.

The proposal should include the following components:

  • Name and contact information and the names of any other participating consultants;
  • Statement of qualifications;
  • Summary of similar work conducted, highlighting specific accomplishments;
  • A narrative description of the proposed process, activities and approach;
  • Timeline for the work;
  • Fee & Budget (including number of estimated hours for each activity, billing rate);
  • On a separate addendum please provide a copy of current resume(s), and the names and contact information for up to four references – preferably organizations for whom you have recently provided similar services.

Terms and Conditions

NAIHC reserves the right to reject or cancel any and all submissions received in response to this RFP. The issuance of the RFP does not commit NAIHC to award a contract, nor is NAIHC required to select the lowest bidder. NAIHC reserves the right to cancel this procurement, to waive any defect or technicality, and to advertise for new proposals, without notice or justification, where the rejection, cancellation, waiver, or advertisement would be in the best interest of NAIHC. A formal contract will be required. NAIHC shall not be liable for any costs associated with the development, preparation, transmittal or presentation of any proposal or material submitted in response to the RFP. The successful bidder will indemnify and hold harmless NAIHC, its directors, officers, employees, agents, and members from any and all liability.
